You can start shaving at any age. If you would really like to start, tell your mom that you have thought about it and would really like to start. I think she would let you.Im 13 and i want to know is it ok to shave my facial hair yet?
When your whiskers start coming in is when you should start shaving. If someone younger than you is shaving, it probably means he's got whiskers starting. If you've got whiskers, then tell your mom its more of a pain to go around with them than it would be to shave (those very first whiskers before your beard fully matures can be kind of embarrassing).

Shaving won't trigger them, or make them thicker or darker or faster. I had a goatee that I from age 15 to 19, and there has never been any difference in the whiskers where I shaved and where I didn't (I'm 30 now).

ps: your mom will know if you go behind her back, even if you don't have whiskers. There's normal tiny hairs on the skin of your face, which are noticeable when shaved. And you will cut yourself on accident.
Shaving one's beard should not be a competitive ritual to see who needs it the earliest. In fact, you'll learn better with fewer errors if you concentrate not on how little fuzz you need, but by how much real beard stubble (or moustache) there is that requires attention. I know there's a race among pubescent boys to see whose secondary sexual characteristics show up first, but keep in mind that beard growth is only one expression of virility, and that every boy's body has its own (usually unfathomable) timetable of puberty and adolescence. You might not be ready to shave until college despite having most of your growth over in other areas.

If you're going to do it anyway, go to gillette.com and click on the slide for ';Shaving.'; Note, however, that those guys all have heavy stubble.

But -- I'd rather you beg, borrow or steal (or buy) this book: THE GUY BOOK: AN OWNER'S MANUAL by Mavis Jukes (paperback, US$12.95). It gives very good info about puberty and adolescence and if every guy in his young teens had read it, there probably would be a lot less frustration overall.
its up to you dude, as long as you buy the stuff to shave then it doesnt matter (or it shouldn't). Anyways fine you can shave whenever it gets too long, or if you want to have it then just let it grow, no shame in going aue natureal!
